The iproute 2 package (where the tc command is included) has quite 
extensive reference documentation included in the package.

The Linux Traffic Control HOWTO
<url:http://www.tldp.org/HOWTO/Traffic-Control-HOWTO/> also has a great
deal of guidance, and if that is not sufficient it also has a good
collection of links to further reading.
