TCP auto-RST unwanted

running:  2.6.3-4mdk

using a socket(AF_INET, SOCK_RAW, IPPROTO_TCP), I send a SYN to host A
I get back SYN, ACK.
then, despite the fact that the socket is RAW the kernel sends out a RST to 
host A.

the problem doesn't seem to exist on another machine running 2.6.5.

this seems like an issue with the kernel as opposed to some C library, but let 
me know if it isn't.  otherwise any comments would be appreciated.
