Maybe

I increased /proc/sys/core/net/rmem_* but nothing changed 

(btw: i tested wmem too)

I found the following curious/maybe significant

sh-2.05# cat /proc/net/packet
sk       RefCnt Type Proto  Iface R Rmem   User   Inode
f7fca8a0 3      3    0000   2     0 0      0      20572
                                    ^
                                    |
                                    |
                              shows always zero

I'will look at it tomorrow
