alloc_skb called nonatomically

In kernel 2.4.22-rc2 (rh 7.3), I performed the following action:

ifdown eth2:0

and got the following error:

Oct 15 13:43:09 fw01 kernel: alloc_skb called nonatomically from interrupt c01be744
Oct 15 13:43:09 fw01 kernel: kernel BUG at skbuff.c:174!

the relevant info from System.map is:

c01be720 T sock_rmalloc

Anyone know why this happened?
