IF still up after ifconfig down

Hi,

Hopefully you're already aware and have fixed this. (2.4.22)

If I set eth0 to ip 192.168.1.1 and ping this address on the local computer, 
it obviously answers. If I then do a ifconfig eth0 down, and ping the address 
again, it still answers!
