All kernel versions have had the ARP behavior we have now.

Both 2.0 and 2.2 answer on all interfaces for ARP requests
by default just like 2.4 does.

This is why Alan is able to add constructive criticism to this
discussion, this behavior goes back even to when he was maintaining
the networking :)
