No, you should use arpfilter and the tools available at
http://ebtables.sourceforge.net/ in order to configure it
properly.

You can do exactly what you want to do with features
existing in the tree.  There is zero reason for me to
put into the tree multiple ways to accomplish the
same thing expecially if these new ways are less powerful
than the existing facility.
