I think this is bullshit, frankly.

Everyone who complains about PSCHED_JSCALE being zero for their HZ
never fully describes the "incorrect" behavior they see with traffic
shaping.

PSCHED_JSCALE can have the value of 0 and it is equally correct to all
the other values.  The clock values used are still correct.
PSCHED_JSCALE is just a fixed point position which is not essential
for correct operation.

Therefore, a value of 0 is always legal.
