Nope, its currently not kosher to compile TCP as a module.
In addition to code issues, there are policy issues, but
that's a question better answered by Dave or Alexey.
You might want to do a search on the netdev archives,
there was a thread about this quite a while ago which
might shed some light on the issues involved. Sorry,
not much more help on this..
