Now, after applying latest Herbert's ipsec-2.4.21 patch I can
unload module, but rmmod sleeps few seconds and kernel prints:
unregister_netdevice: waiting for tap0 to become free. Usage count = 4

but not always. Sometimes it works as in 2.4.20.

If I remove IPv6 support then all looks right.
