Actually, we have. sadb_sa_flags is not used and we could start
allocate some new bits starting from 0x80000000.

BTW there are some more things which still have no way to setup:
f.e. I remember esp pad length. I implemented it inside esp.c,
but did not find a way to setup it. :-)
