tcpdump "truncated IP - N bytes" message

Hi all, 
  I built my own sk_buff and sent it out. When I use tcpdump to monitor 
network, I saw something like this happened:
  
  15:09:37.701816 truncated-ip-26 bytes missing! 140.114.89.65 -> 
140.114.89.70:  ip 26

  And then I searched website; finally I saw this bug report:

       http://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=43684

  Does this mean my program has no problem?
