   I think you have a different idea about the policy GC daemon
   compared to what I actually coded up.  The code as is just calls
   the flush function and then drops the "last" reference.
   
   Can you tell me what you think it should do?

See net/core/dst.c, something like that.  A periodically scanning
process which watches for all non-self references to disappear.
