   This patch makes sure that the SPD is ordered by priority.  I did it because
   I couldn't find any other way of establishing order which is violates a
   MUST clause in RFC 2401.

They are ordered by the order in which you register
them.  This is what all other systems do.

I don't mind your patch at all, as long as policies with the default
priority (which should be zero) still get ordered exactly how they
used to.  You patch appears to do that.
