FreeSwan uses these values.  I've got FreeSwan working with native 2.5.
In order for it to work with both KLIPS and native 2.5 in the same binary,
it would be helpful (but not necessary) for these values to agree.

In any case, I don't see why we need to deviate from the RFC in the name
of compatibility this early in the game.
