I'd like to suggest deprecating netsyms.c and ipv6_syms.c
in linux-2.5. Instead, as people write new code, they should put
the EXPORT_SYMBOL declarations where the symbol is actually defined.

I'm trying to maintain a 2.4.x ipsec tree and by doing as you suggest
that work will be made much more difficult for me.

If you would like to maintain the networking, you can then go ahead
and do as you suggest :-)

And yes I do plan to publish 2.4.x ipsec patches on ftp.kernel.org,
maybe later this week.
