FreeS/WAN does not work with 2.5.  You don't use setkey and pluto

You should use the KAME tools such as racoon.  Get
iputils-ss021109-try.tar.bz2 from ftp.inr.ac.ru:/ip-routing

I maintain the iputils tools for Debian and will eventually be
maintaining the IPsec tools as well.  I haven't uploaded them yet,
though, since Alexey said that the ipsec tools won't be a permanent part
of the iputils source package.

Does anybody actually know what the story is with the availability of
the ipsec tools?  I recall hearing that KAME had rolled Alexey's changes
into their source, but I wasn't able to confirm that by looking at their
CVS tree at www.kame.net.
