cwnd-ssthresh misbehaviour?

While testing Linux TCP implementation I found some strange results 
about cwnd and ssthresh settings which I wanted to show you. 
I refer to Linux kernel 2.4.19.
Infact I noticed in all uploads I did for testing purposes that for a
small period (at the beginning of upload) cwnd remains for few time at
value 2 while ssthresh increases linearly which seems strange to me.
If you want I can give you some .png files I generated in which it's
clearly depicted this behaviour.
I decided to contact ml because it doesn't seem to be a Reno feature 
but since it happens always I don't know what to think.
