network emulator

Hi all.
I implemented TCP Westwood support on Linux kernel 2.4.19 and I tested it
in a real network. Now I need to test it in a controlled environment and I
was thinking about a network emulator. It was suggested to me to use 
Dummynet but I discovered it runs on FreeBSD only. I found some network
emulators online but I just wanted an advice about the one(s) which
could be considered good for my purposes.
