I cannot confirm this. I have successfully sent your data from two
different Rhine-II chips (rev. 43, 51). Never failed. The padding (to fill
the Ethernet frame to 60 bytes) differs, but the payload arrives and is
intact.

On a quiet network the activity indicators on NIC/switch/hub should tell
you whether the packet is sent at all.
