Turns out that the current version is RFC 3376:

It not only specifies "perfect" filtering, but a host of other stuff.  Also, 
there's a patch to the (2.4.18) kernel that brings it into IGMPv3 compliance 
here:

Do you are anyone else know when this patch might become part of the 
distribution?
