netmask out of sync with broadcast?

Hello

Recently I saw a unusual configured network interface.  Here are the
particulars:

HOST IP     10.0.1.2
Netmask     255.255.255.0
Broadcast   10.255.255.255

I have previously seen the case where the broadcast was 10.0.1.255 for that
given
netmask.  Is this an example of a misconfigured netmask?  Why would an
interface
be defined this way.  FWIW, the interface would not talk to other boxes
on the network which were setup to use a broadcast of 10.0.1.255.
