How to retrieve a subnet mask, given IP address is available

Hi,

Is it possible to retrieve the subnet mask of a remote
network interface given MAC address and IP address of the
interface are available. Previously "ICMP netmask message"
could be used for this purpose but this feature is no more
available in Linux 2.2.x onwards.
