Queues and byte counters in Linux

Dear friends,

I am a new user of Linux, and I would like to implement several queues for
different service classes within a Linux Router.

First, I need to know how to configure the queues, a classifier and
scheduler for these queues.

Second, I would like to keep track of how many bytes are passing through
each queue. Actually, I would like to have these information as an input in
a C program from time to time.

Third, I would like to limit the scheduler when serving the queues in order
to limit the bandwidth through the link.

Possibly these tasks could be done calling some kernel built-in functions...

Could anyone give me a clue how to get information for doing those things?

PS: My Linux box is a Red Hat 7.1 Linux.

I whould appretiate any help.
