There are some nuances (quirks?) in CBQ which are very well documented on 
www.docum.org in the 'tests' section. Especially with respect to the CBQ 
qdisc and class hierarchies and the "bounded and isolated" keywords.

Also, you might want to have a look at www.lartc.org and join their 
mailing list since it is more relevant to your question.
