If you do not see the ARP Request and you do not have blocked it (try also to turn on _log_martians) then most likely eighter the Upstream Router of the Provider is missconfigured (especialy the Routing) or the DSL Bridge is not working. It could also be, that some other system in the Providers backbone net is answering those requests. As long as you do not get the requests, your Linux is not doing anything wrong.
