I have just read this message (of 2 years ago...) and I have the same
problem: I have a similar setup (I have used prio and htb) and when link
is full latency of classes with high priority raise from 200 to 2000ms.
In htb tutorial it show that latency of classes with prio 0 goes down.
Using prio does not work. Is there something missing?
