When a BGP router learns a route with an "indirect" nexthop
via an IBGP session, the BGP process should resolve the route
to it's immediate nexthop.  This is necessary as part of the
tie-breaking process in BGP.

As a consequence of this, there is no need for the FIB to
support indirect routes (for this purpose)...  The BGP process
should have already resolved the indirection before adding the
route to the FIB.
