I do not know what is wrong.

Well, describe the configuration in more details: setup of tunnel,
ifconfig etc.

As workaround (if this is really TUN/TAP device) move set queue len
on it to something not zero (f.e. 10) and switch it from TUN_ONE_QUEUE
mode (I do not know how to make this, but it should be explained
in manual to tools setting up this kind of tunnels), if it is in this
mode.
