Two ISPs on same router?

Hello,
 
I want to have two ISPs and if it is possible to make load balancing
beetween both of them.
This is the needed situation:

At this moment we have just the first ISP connected and working.
The Linux kernel version is 2.4.2-2. 
The router have also installed on it the DNS, firewall (iptables), NAT,
e-mail server and webserver.
The V.35 is a PCI card (Cyclades-PC300/RSV 1 [1 RS-232/V.35 interface on
standard DB25/M.34 conector]). It contains drivers for Linux.

1. How the router configuration should be in such a case?
2. Do I have to buy a whole C class IP addresses in order to propagate
routes for both ISPs?
3. What about the load balancing? Is there any possibility to make load
balancing between the two connections at the same time and if it is, how 
could this  be done?
4. Do I need any special software tools for this?
