Network testing tools

Hi all,

I am looking at network testing tools with some of the following features:

1. generate TCP/UDP traffic
2. allow me to specify PEAK rates, MEAN rates
3. allow me to specify BURST sizes.
4. Have ways to simulate typical traffic like VOICE, VIDEO, FTP, TELNET 
etc.

I have looked at ttcp, netperf but they dont have such features.
Features 1 and 2 are important.

Is it possible to specify peak and mean rates using some other mechanism ?
