Slow Internet/Normal Intranet

I have a system acting as a DHCP server for my internal network, and I'm using
the ICS dhcp server.  I also have the following options enabled in the
networking options:

CONFIG_RTNETLINK
CONFIG_FILTER
CONFIG_INET_ECN
CONFIG_SYN_COOKIES
CONFIG_PACKET_MMAP
CONFIG_NETLINK
CONFIG_NETLINK_DEV


And in Network devices:

CONFIG_TULIP
CONFIG_TULIP_MWI
CONFIG_TULIP_MWIO

Since upgrading somewhere around ~2.4.13, I have noticed that the speed on
connections to other sites on the Internet average about 2kbps (this is on my
cable link).  I can use another computer on the same internal LAN on the same
hub and get 200kbps from the same host just seconds later.  The speed on the
internal LAN between those two computers, however, does not seem to be
affected.  (I can transfer a file at full 100mbs between the two).  I have
tried toggling the CONFIG_TULIP_MWI and CONFIG_TULIP_MWIO to see if it might
help, but it has not.  Anyone with an idea as too what has happened, or a
possible solution?  The firewall is configured for CBQ, but this host is not
one that is rate limited.
