Slow ftp/imap through iptables

I've noticed since installing proftpd and imap-2000 that the time to establish a session is extremely long.  As a comparision, when someone secure shell's into the server the password prompt is reported immediately, but with say FTP, you get a "Connected to host" message, but then forever to get a login prompt.  I can say that this doesn't happen on the internal LAN, only when going through the iptables firewall.  Can anyone shed light on this problem?  The kernel is 2.4.12 on the server and 2.4.10 on the firewall.  The ssh server is portfoward via iptables to the server as well as ftp.  Thanks in advance for any enlightenment.
