Accoding to NAT-HOWTO, routing in Linux looks like this:
               _____                                     _____
              /     \                                   /     \
Network --> PREROUTING--->[Routing ]----------------->POSTROUTING----->
              \_____/     [Decision]                    \_____/
                              |                            ^
                              |                            |
                              --------> Local Process ------

Is there no way to make the output of local processes appear as
input to PREROUTING again?  I.e. something like this:
                  _________________________________________
                 |                                         |
                 v                                         |
               _____                                     _____
              /     \                                   /     \
Network --> PREROUTING--->[Routing ]----------------->POSTROUTING----->
              \_____/     [Decision]                    \_____/
                              |                            ^
                              |                            |
                              --------> Local Process ------
