No, these suggestions will never be implemented.

The urging from us are precisely the reason why this section
lists these techniques as "MAY" instead of "MUST" for an
implementation of ECN.

It is our position that these suggestions cause more problems than
they solve.  You may scan the tcp-impl list and netdev list archives
to see the details of why we feel this way.  Please do not instigate a
thread consisting of a reiteration of these facts, check the archives
instead before asking more questions.
