Marking packets in userspace (via iptables' QUEUE)

Is there a way for marking packets in userspace, specially using the iptables'
QUEUE?

I know I can get it, it comes with the packet's structure, but how do I modify
the mark? libipq's docs tells I can modify the payload, but it doesn't talk
about it.
