I think you need to optimize your internet search techniques. quick
try in google gave the right hits.

http://netfilter.samba.org/

For the static NAT there is no HOWTO (as I said), but the iproute2
documentation. On a SuSE box it would be in /usr/share/doc/packages/iproute2/*

It's obsolete. It was only used in early versions of netfilter.
