If you're asking about the internal implementation:
It is based on the original CBQ paper from Floyd et.al. 
(see http://www.aciri.org/floyd/cbq.html) with some changes which
are described in the source (net/sched/sch_cbq.c) 

If you're asking for user documentation: it is mostly non existant
because so far nobody volunteered to write some. The iproute2 package
includes some example scripts however, you can probably also find
some more by asking the google the right question.
