Please, correct me if i understamd you right. Let's have 2 classes (both subclasses of some root class) with same priority value and even equal rate. Now we have permanent working 2 links. Lets change priority for one of them and look at counter bits/sec. We will not find any changes on our counter,so when do priority of CBQ class influents speed?
