Please, correct me if i understamd you right.
Let's have 2 classes (both subclasses of some root class)
with same priority value and even equal rate.
Now we have permanent working 2 links.
Lets change priority for one of them and look at counter
bits/sec.
We will not find any changes on our counter,so
when do priority of CBQ class influents speed?
What differents it make for lower or higher priority
classes?There are only 8 priorities.

When measuring latency in presense of lower priority classes
with persistent queue. It does not affect rates et al.
