You could try Netspec developed at our university.
It allows us to specify packet sizes, TOS values in TCP etc.

The technical documentation is available at www.ittc.ku.edu/netspec
Unfortunately, the current downloadable version is out of date. But we
have ported the software to compile on Redhat 6.2 (it was written for RH5.0)

The RH6.2 version can be downloaded at www.ittc.ku.edu/~amitk/netspec-6.2.tgz

Hopefully the website should be updated soon.
