UDP - snmp trap

Hi,

I am using an  API which listens on UDP port 162 (SNMP Trap).
But that API fails if I dont run with superuser access.
It fails saying BIND FAILED, access denided.

I guess if some daemon is already using that port, other programs fails
while binding to that socket.

Do anybody know what is the reason and how I can listen on UDP port 162
without superuser access.
I am using redhat linux 7.0 kerner 2.2.16-22
