Thanks for the response and for the link, but it's not usefull for me,
the technique described there (CQB) for bandwidth management isn't
TCP rate control. 

"TCP rate control affects these aspects by modifying the ack number 
 and receiver window fields in acknowledgments and by modulating the 
 acknowledgment rate."
