Install the iproute2 utilities (which will give you /sbin/ip and
/sbin/tc) and it will all work just fine with your 2.2.x kernel.

/sbin/ip is the powerful new generation interface into the real
routing power of the linux kernel... it makes /sbin/ifconfig
obsolete.  Most of the changes where introduced with the 2.2.x
kernels.
