NAT question

I've got a problem with NAT. 
I would like to accomplish static, 1:1 NAT with kernel 2.4.2.
(1.0.0.1->10.0.0.1, 1.0.0.2->10.0.0.2, etc.)
The problem is that iptables doesn't accept a network for the "--to" field,
but only an address range or a single address. A read about static NAT in an
old ipnatctl-HOWTO. Has this feature been removed or I overlooked something?
(The whole stuff is needed for an SNMP application level gateway, which is
supported by an unofficial patch, but it needs static NAT.)
Any suggestions?
