Netlink sockets

Hi

I have a few doubts regarding netlink sockets. Does the NETLINK_ROUTE
family allow communication between the user and the kernel in both
directions ?

If it does then where do the packets from the kernel get queued ? 

The data ready handler of the NETLINK_ROUTE family calls rtnetlink_rcv
which dequeues the packet and processes it only if it the request flag is
set. How are the packets from the kernel handled .. say when
inet_rtm_getroute function is executed ( this function dosnt set the
request flag ) ?
