Adjusting traffic

Hi, all.

Imagine the following situation:
I am wgetting a huge file,
A user decides to visit her favorite web site.
I don't want the user to complain about the speed, so I'd like to know
if I can let her surf at full speed without killing wget?

I've heard that there is such thing as CBQ shaping. Do I need it? I know that
ipchains can adjust traffic too. But only outgoing traffic AFAIK.
What about incomming?

Please advise what HOWTOs I should read if such adjustment is possible.
