telnet: forwarding environment variables

In the telnet man pages there is something about an ENVIRON option that used 
to propagate custom environment variables to the target host.
Here is the text from the man page:

ENVIRONMENT
     Telnet uses at least the HOME, SHELL, DISPLAY, and TERM environment vari­
     ables.  Other environment variables may be propagated to the other side
     via the TELNET ENVIRON option.

HOW is this optiopn used? Where can it be set?
