ppp connection hang

Hi,
A friend of mine complainted that sometimes his dialup ISP connection
stays on for minutes or hours without any real connection.
Recently I witnesses such a hang. He started with a www access from his
W95 workstation with Netscape, diald activated the connection and all
worked. When he closed his Netscape session the connection lasted
(forever). I ran dctrl to monitor the packet queue and viewed that one
sequence was restarted over and over (120 seconds timeout).
netstat -anp gave:
tcp	0	0 xxx.xxx.xxx.xxx:1040	xxx.xxx.xxx.xxx:80	LAST_ACK
tcp	0	0 xxx.xxx.xxx.xxx:1041	xxx.xxx.xxx.xxx:80	LAST_ACK

I appeared if some time-out didn't work.
What's wrong or can be tuned? Tiemout setting, where?
