You could use mrtg (http://ee-staff.ethz.ch/~oetiker/webtools/mrtg/).
Somewhere under the user pages there is a 'plugin' to monitor pingtimes,
line uptime, etc.

I've used it and it works well.

Subject: Program to monitor line quality?

Hi there,

is there a program/package to monitor the "line quality" (read
"availability"
with respect to packet roundtrip times to a Point-to-Point peer or some
other
topologically short-ranged host)?

Thanks,

Ralf
