425 Can't build data connection: Connection refused.

This means you can open a connection to the server, but the server can't
open a connection to you to send the output of the 'ls' command. It's
caused by your firewall. If it's Linux and in your control, insert an
ftp masquerading module on it. You can probably use passive ftp. try an
ftp from your browser by entering the URL as
ftp://name:pass@ftpsite.domain

I am attempting to ftp from a WIN98 machine behind a firewall and get
this strange message:
C:\WINDOWS\Desktop>ftp -i 144.134.50.14
Connected to 144.134.50.14.
220 indev1 FTP server (Version 1.7.212.1 Thu May  9 21:10:27 GMT 1996)
ready.
User (144.134.50.14:(none)): pgrogan
331 Password required for pgrogan.
Password:
230 User pgrogan logged in.
ftp> ls
500 You've GOT to be joking.
425 Can't build data connection: Connection refused.
ftp>

I suspect it is due to some authentication being performed at the far
end on the source IP address. 
 
Any ideas?
